2. Citizenship or Residency: Be a Bahraini citizen or hold a valid residency visa with a designation in the safety field.
3. Project Appointment: Currently serve as a safety officer on an active Ministry of Works project.
4. Scaffolding Inspection Certification: Hold a third-party certification in scaffolding inspection.
5. Fire Safety and First Aid Certification: Possess third-party certifications in fire safety and first aid, including CPR and AED (automated external defibrillator) training.
6. Risk Assessment Skills: Demonstrate the ability to prepare comprehensive risk assessments, accurately identifying risks and their corresponding safety control measures.


Application Process


Candidates cannot directly apply to the MOW SSS for approval. Instead, their respective contractors and subcontractors must submit the candidate’s CV and copies of all relevant certifications to the project consultants.
1. Consultant Submission: Contractors and subcontractors submit the candidate’s documents to the project consultants for prequalification interview and assessment.
2. Consultant Review and Recommendation: Consultants review the submitted documents and may conduct pre-interviews if deemed necessary. Following verification, consultants forward the candidate’s documents to the Ministry of Works.
3. Ministry of Works Assessment: The Ministry of Works receives the candidate’s documents from the consultants and reviews them for eligibility. If the candidate meets the criteria, the Ministry forwards the application to the SSS for further evaluation.
4. SSS Examination: The SSS conducts a technical examination to assess the candidate’s knowledge of fundamental safety topics, including fire safety, first aid, HSE management systems, risk assessments, work at height, electrical safety, crane and plant safety measures, and equipment safety measures.


Post-Approval Responsibilities


Upon successful completion of the examination, the SSS issues a memo to the project team, consultants, and the candidate’s project site, informing them of the candidate’s approval as a safety officer.
1. HSE Compliance: Approved safety officers must adhere to all HSE rules and regulations and maintain full-time availability at the project site.
2. Additional Training: If necessary, the SSS may instruct approved safety officers to undergo specific additional training courses.
3. Monthly Reporting: Approved safety officers are required to submit monthly reports to the SSS using the provided formats and stay up-to-date with SSS Safety Manual instructions.
